The Population and Immigration Authority has placed self-service kiosks across Israel - in malls, post offices and registry branches - for Israeli passport renewal. Renewal at a kiosk is fast, cheap and almost instant. But it has one drawback that trips up many adults planning to fly to the US: the passport issued at the kiosk is valid for only five years.

Why the kiosk issues only 5 years

An Israeli 10-year passport requires full biometric capture in front of a clerk - fingerprints, photo, digital signature. The self-service kiosk cannot perform that full process, so it issues only an extended version of an existing passport - valid for 5 years only. Even when you "extend" an older passport, what you actually get is a 5-year passport.

The link to ESTA - and that's the story

Since Israel joined the Visa Waiver Program ⁦(VWP)⁩ at the end of 2023, Israelis can enter the US with an ESTA authorization instead of a tourist visa. But the rule is clear: an adult ⁦(18+)⁩ must hold an Israeli passport originally issued for 10 years. A 5-year passport is only accepted for minors. An adult with a 5-year passport submitting ESTA - will receive "Travel Not Authorized."

The classic scenario we see

A 35-year-old Israeli citizen pops over to a mall kiosk before a trip to the US for a wedding. Within 10 minutes she has a new passport. A week later she submits ESTA - denied. Now there's no choice but to book an embassy appointment for a B1/B2 tourist visa, wait for the interview, pay the $185 fee, and hope the interview goes smoothly. All because she chose the short path instead of the 10-year path.

Who can safely use the self-service kiosk

  • Minors under 18 - their ESTA eligibility is preserved with a 5-year passport
  • Anyone not planning to fly to the US in the coming years
  • Anyone holding a valid US tourist visa, using it instead of ESTA
  • Anyone needing a passport for an urgent flight to another country, who plans to renew properly later

The right path - in-person appointment

To get a 10-year passport you need to book a physical appointment at a Population Registry office ⁦(not a kiosk)⁩, arrive with your Israeli ID, take a photo at the biometric station, and provide fingerprints. Appointments are scheduled via the Population Authority website or by calling *3450. Average wait: 2-4 weeks. Fee: about 285 NIS for an adult.

One final tip

If you've already made this mistake and hold a 5-year passport - don't throw it away. Book a physical appointment and obtain a new biometric 10-year passport. The existing passport is valid for general travel and other countries until it expires, but ESTA depends on the new passport.
