Who Must File a US Tax Return - Even While Living in Israel

It's one of the surprises that catches almost every Israeli-American: the US taxes by citizenship, not by residence. Even someone who has spent their whole life in Israel and owes not a dollar in US tax is still required to file the moment their income passes a certain threshold.

Beyond the return itself there's a separate duty: anyone who held foreign financial accounts whose combined value crossed $10,000 at any point during the year must file an FBAR (FinCEN 114). Many don't even know it exists - and the penalties for not filing are especially heavy.
